Registering the birth

The birth registration is mandatory and free of charge for all children, whether they are born to married or unmarried couples.

The birth must be registered at the city hall of the place of birth (Neuilly-sur-Seine) within five days following the birth. 

Every day counts (including Saturdays, Sundays and holidays) except the day of delivery.  When the fifth and last day falls on a Saturday, Sunday or holiday, the deadline is extended until the next business day. 

The birth is registered at the city hall by a registrar who will give you a livret de famille (official family record book) if you don’t already have one. Any person who attended the birth can request its registration.
You must provide the following documents to the Neuilly-sur-Seine city hall:

Married parents:

If at least one parent is French:

  • Two attestations of birth issued by the maternity unit
  • Civil registration forms, duly completed and signed
  • Livret de famille family record booklet, or marriage certificate (translated into French if issued by a foreign country)
  • ID
  • As of March 1, 2019, proof of address issued within the last three months must be shown if you wish to legally recognize your child at the same time 

If neither parent is French:

  • Two attestations of birth issued by the maternity unit
  • Livret de famille family record booklet, if in French
  • Resident’s card or passport of both parents, or birth certificates
  • Civil registration forms, duly completed and signed

Unmarried parents:

The same documents are required as for married parents, plus the recognition certificate obtained in advance.
Proof of address issued within the last three months must also be shown.
